Hangtown Haven provided an excellent model of a sound approach to concerns about homeless people.  It was successful in enhancing the lives of people without houses and in improving the quality of life in the community.  The Haven provided mutual support that resulted in an excellent record of controlling addictions, developing skills and becoming employed, all without costing the taxpayer anything. Further, homeless people were removed from the streets to an unobtrusive clean, healthy and fire-safe site. HTHI now offers to do the same in El Dorado County.


I urge you to work with your fellow supervisors and county staff to develop a similar facility as soon as possible.  Many of the homeless people in our community are long/term residents of the county.  They are fellow human beings who deserve to be warm, dry and safe. This is especially true for homeless women.  I also urge you to continue and strengthen county programs facilitating rehabilitation and life-skills training.
